摘 要:新自由主义背景下教育的一系列改革,给日本新的教师评价制度的导入提供了机会。为了跟随公务员制度改革的步伐,并解决层出不穷的教育问题,日本教师评价制度从注重教师的业绩向注重教师的能力提升转变,导入目标管理的评价模式。改革后的评价目的不再单一,评价者变得多元,评价的方法和内容也更加丰富。然而由于改革过多的受到公务员制度改革的影响,且过于急切解决指导能力不足教师的问题,从而忽视了教师职业的特殊性、目标管理模式的弊端,以及评价制度实施中面谈时间无法确保等问题。我国教师评价制度也会进行相应的改革,通过对日本教师评价制度改革背景、内容与问题的分析,一方面在我国的评价改革中,可以使一些问题防患于未然;另一方面也可以给正在解决类似问题的我国提供新的思路和视角。Under the neoliberal background,a series of education reforms provide theopportunities to the import of new evaluation system of teachers in Japan. Facing the cen-tralization of service industry in the demands of talents training mode and the reform of thecivil service system,in order to solve the education problems,the evaluation system ofteachers in Japan changes the focus on performance of teachers to the improvement of teach-er's ability and uses the target management evaluation model. After the reform,the evalua-tion purpose is no longer single,the evaluation becomes multiple,the methods and contentsof evaluation are more abundant. However,due to the nature of the evaluation and the struc-ture of evaluation system,the new evaluation system still has a lot of problems. The evalua-tion system of teachers in our country will meet many problems during the development andimprovement period. The analysis which is about the situation and problems of evaluationsystem reform in Japan can provide new ideas and perspectives for the current problems.
