摘　　要：职业教育实施弹性学制具有适切性、适应性、时代性。政策环境保障与教育资源支撑不足制约着其有效运行。职业教育作为准公共物品,具有跨界的特征,需要政府、主管部门、企业、学校四方联动,构建弹性学制系统,并保障弹性学制的有效实施。Implementing flexible educational system in vocational education is adequate, adaptable and dynamic. However, the insufficient policy support and education resources restrict its effects. As a quasi-public product, vocational education is trans-border. It is only under functions of the government, the relevant authority, the enterprise and the school that the flexible educational system can be implemented effectively.
