摘　　要：自上世纪60年代以来,美国制定了一系列的补偿教育计划,运用国家资源,帮助处境不利儿童获得教育机会;推行标准化和绩效责任制,确保处境不利儿童接受高质量的教育。美国的补偿教育计划对我国实现基础教育机会公平、保障就学机会公平和教育过程参与机会公平有很大的启示意义。The American federal government has drawn up a series of education compensation plan since 1960 s. In order to help the disadvantaged children to get the opportunity of early childhood education,a lot of public preschool education institutions have been set up and an accountability system has been carried out. American education compensation plan brings great apocalyptic meaning for Chinese to realize the fundamental education opportunity equality,namely,equality of the opportunity to go to school and equality of the opportunity to take part in the educational process.
