国家高职教育项目制治理的生成动因、效用限度及优化策略——以“国家示范性高等职业院校建设计划”为例

摘　　要：项目制作为兼有财政分配方式与公共管理手段双重意蕴的国家治理模式,在我国高职教育治理中的地位作用日益凸显。通过对"国家示范性高等职业院校建设计划"的案例研究发现,国家高职教育项目制治理的产生,是内嵌于我国特定社会政治经济结构中的中央教育行政部门的理性选择。尽管项目制在国家高职教育治理中的积极作用必须得到肯定,但其也由于设计实施上的若干逻辑瓶颈而存在一定的效用限度。在国家财政转移支付制度改革持续推进的大背景下,国家高职教育项目制治理的发展与改革呈现出特定的要求及趋向。As a kind of state governance model which possesses the dual implication about financial allocation and public management means, project system is playing a more and more important role in Chinese higher vocational education governance. The case study of ＂National Demonstrative Higher Vocational Colleges Construction Plan＂ shows that the appearance of state higher vocational education project-based governance roots in the rational choice of central education administrative department embedded in given Chinese social political and economic structure. Although the positive function of project system in State Higher Vocational Education Governance must be affirmed, it also has certain utility limits due to some logical defects of design and execution. Under the background of ongoing state financial transfer payment system reformation, the particular demand and tendency are presented in the development and reformation of state higher vocational education project-based governance.
