摘 要:混合所有制是职业院校创新体制机制、突破校企合作瓶颈的必由之路。激发办学活力、提高人才培养质量是混合所有制改革的核心要求;当前制约混合所有制职业院校的发展主要存在办学性质、产权归属和治理体系三大问题,建议职业院校进行混合所有制改革后应进行身份分类登记,分别登记为公办事业法人或民办事业法人,由地方出台政策明确混合所有制职业院校的合理回报,并建立健全职业院校产权保护和流转制度,实行"党委领导,校长负责,董事会监督"的治理模式;混合所有制办学改革可以通过"公办职业院校引入社会资本、社会力量举办的职业院校引入国有资本、不同资本合作投资新办职业院校"三种方式实现,并分析了7种可行的实现形式。Mixed ownership is a dispensable way for vocational colleges to reform its system and mecha- nism, and break the bottleneck of university-enterprise cooperation. The key requirement of mixed ownership reform is to stimulate the vitality of running universities and improve the quality of talent- cultivation. The three restricting factors which hinder the development mixed ownership vocational colleges in the aspects of university property, property ownership and governance system. The meas- ures are.. vocational colleges should register their identities, public or private legal person, after the ownership reform; the local government should make policy aiming to regulate the reasonable payment of all vocational colleges, establish and perfect the policy of property protection and circulation, and carry out the governance model which is led by party committees, and under the charge of presidents and supervised by board of directors. The mixed ownership reform can be achieved by the following measures: introducing social capital into public colleges, introducing state-owned capital into colleges ran by social resources and running colleges by different diversified capital. The paper also analyses seven implementing forms of mixed ownership reform.
