利益相关者视角下的高职院校专业设置机制

摘　　要：高职院校专业的设置牵涉到各方面利益群体,必须在不同的利益相关者群体间取得利益的均衡。通过对高职院校专业设置内、外部重大利益相关者进行分类、定位,剖析其诉求,分析了在新形势下政府、师生、校友、企业和本地区其他高职院校所应扮演的角色、作用,对当前高职院校专业设置、预警指标的完善及调整机制提出框架建议,即在信息匹配阶段以高职院校内部重大利益相关者的满意度以及外部重大利益相关者的参与度分别作为影响因子来构造专业设置GE(通用电气)矩阵,以此作为专业动态调整的依据。The speciality setting-up in vocational colleges involves various stakeholders,whose interests must be balanced. Based on a classification of both internal and external major stakeholders in vocational college programs and an investigation into their demands,this paper analyzed the roles and functions of government,teachers,students,alumnae/alumni,companies and other local vocational colleges. A policy framework was proposed to optimize the speciality setting-up and pre-alarming mechanism,namely,taking the satisfaction of internal major stakeholders and the engagement of external major stakeholders as influence factors to construct GE matrix for speciality setting-up and dynamic adjustment.
