摘 要:义务教育学区制改革旨在解决传统校区制模式下资源配置失衡问题,通过构建强弱学校间资源共享、协同发展的共同体,促进校际优质教育资源的整合与共享。学区共同体作为学区制促进教育均衡发展的组织载体,其核心理念是推进共同体内办学理念、管理模式、资源共享和生源配置的一体化。学区制改革的路径架构,需紧扣共同体有效运行的三对关系展开,即契约关系、纽带关系和互动关系,从而推进学区有效治理、动力机制构建和优质资源共享,全面实现区域义务教育均衡发展。The school district system of compulsory education focuses on the resource allocation imbalance in the traditional campus system mode,by constructing the community of resource sharing and collaborative development between high-quality school and weak school,to promote integration and sharing of high-quality educational resources.School district community is the tissue vector of the school district system in promoting the educational balanced development,and its core idea is to promote the integration of community in educational ethos,resource sharing,management,students.The path structure of school district system needs to focus on the three function relationships of the school district system,as the relationship of contract,bond,interaction,and to advance the effective management of the school district,the construction of dynamic mechanism and the sharing of high quality resource,to realize the balanced development of regional compulsory education.
