摘 要:国家全面推进"双一流"建设的战略背景下,健全并完善科研伦理规范的监管机制和政策体系是实现科研育人从"软指标"向"硬约束"转变的关键环节和重要保障。加拿大在实践中尝试建立了"行会主导""学校自治"的内外联动监管机制,并着力通过制定个性化、协同性的校本政策,提升高校科研伦理规范的针对性和实效性。其中,英属哥伦比亚大学从"处置不端行为""规范审批程序""严肃伦理审查""平衡义利冲突"等四个方面制定科学、系统的政策体系,这些实践经验对我国规范高校科研伦理具有重要的启义。Under the background of national "Double First - rate" construction, well - established oversight mechanisms and poli- cy systems are the important steps and guarantees for research ethic regulation in universities. Canada has established "two -way gov- eruance" and "internal and external oversight" mechanisms in its practice. In addition, it has also developed characteristic university - based policy systems, in order to improve the effectiveness and efficiency of research ethic regulation of Canadian universities. Typi- cally, four concrete policies have been established at University of British Columbia as following, "fostering academic integrity", "management of research review procedures" , "regulating research involving human participants" and "solving the conflicts of interest and conflict of commitment in research". To some extent, we can draw a great lesson from the experience to promote the ethic regula- tion and academic morals construction in Chinese universities.
