摘 要:以"天津市小学英语学业质量标准"为样本,围绕学业质量标准的研制路径,从基于英语学业质量标准核心价值观的框架设计和学业质量标准的内容涵盖两方面介绍天津的实践;围绕提升学业质量标准研制人员专业领导力和立足发展学生核心素养的两个视角总结包含"互联互通"研制模式和基于标准的教、学、评在内的天津经验;围绕英语学业质量标准研制的六个阶段为未来国家层面研制学业质量标准提出天津的建议。Taking "Tianjin Primary School English Academic Quality Standard"as a sample, this paper focuses on the development path of academic quality standards.This paper introduces Tianjin's practice from two as-pects: the framework design based on the Core Values of English Academic Quality Standards and the content of ac-ademic quality standards. Based on the two perspectives of improving professional leadership and developing stu-dents' core literacy, Tianjin experience, including"interconnection"development model and standards-based teaching, learning and evaluation, is summarized.According to the six stages of the development of English academic quality standards, Tianjin's suggestions are put forward for the development of academic quality standards at the national level in the future.
