摘 要:在基础教育阶段,制定学校章程既是我国政策法律的要求,也是提升办学专业化和自主性的重要路径。学校章程文本质量可以从内容维度的合理性、基本特性的落实度、制定程序的科学性等方面来考量。基于内容分析法,从三个领域九个维度进行研究发现,当前中学学校章程文本的质量存在如下问题:内容维度上相对完整,但独特性不足;基本特性上落实度相对较高,但权利和义务不太明晰;制定程序上相对合理,但修订和监督略显不足。学校章程文本应该注重体现学校发展特色、加强规范性、优化程序设计、完善民主监督机制。In Basic Education, the constitution of the school is not only the requirement of China's policy law, but also an important path to enhance the profession and autonomy of the school. The quality of school constitution texts can be measured in three mainly aspects, which comprise the rationality of the content dimension, the implementation degree of basic characteristics and the scientificity of the procedures. Based on the three aspects and nine dimensions, using content analysis method to study the quality problem of the quality of school constitution texts. It is found that the basic structure level is reasonable, but the features are insufficient; the implementation degree of basic characteristics is relatively high, but the rights and obligations are not clear; the procedures are relatively perfect, but the revision and supervision are not enough. Therefore, improving the school constitution text should pay attention to reflect the school development characteristic, strengthen the standardization, improve the procedure design and establish perfect supervisory mechanism.
