摘 要:随着教育领域改革的深入,管办评的分离使教育评估的教育质量监督作用越来越大,教育评估队伍也在壮大,正呈现从一元评估逐步向多元评估发展的趋势,第三方教育评估更是近年来教育领域的热点问题,是从教育管理转向教育治理的关键一步。在我国教育深化管办评分离的背景下,教育公共治理理论对第三方教育评估的发展颇有启示。文章以教育公共治理理论的“四个特性”为出发点,对第三方教育评估的产生背景与现状做出梳理,指出发展第三方教育评估任重道远,需从内部突破与外部支持两方面入手进行建构。By the deepening reform in education the gradual development of unitary assessment to multiple assessment is a trend in the field of education. The number and functions of educational evaluation institutes increase, assessment, and the third-party education assessment is a hot issue in the field of education in recent years, which is the key step from education management to education governance. Under the background of separation of governance, management and assessment, the public governance of education has enlightenment to the third-party assessment. From the perspective of the public governance of education, this paper analyzes the current situation of the third-party educational evaluation, and points out its development should be a long period. The most important point is to strengthen the internal break and external supports.
