摘　　要：实施素质教育 ,就是要坚持以德育为核心 ,以培养学生创新精神和实践能力为重点。In order to practice quality education,we should center on moral education and cultivate the students'spirit of bringing forth new iedas and practice abilities.According to the nature of the Communist Youth League and its experiences in colleges and universities,the author discusses the function of the Communist Youth League in colleges and universities in the promotion of quality education.
