摘　　要："以县为主"的农村教育管理体制是我国农村教育的基本管理体制,是在党中央、国务院领导下,由地方政府负责、分级管理,县级政府为主负责本地教育发展规划、安排使用教育经费和校长、教师等的管理体制。农村教育现代化应积极完善"以县为主"的农村教育管理体制,充分发挥乡镇、乡村和村民的积极性,努力解决普遍存在的"以县唯一"的问题。The "county-oriented" rural education management system is the basic management system of rural education in China.It is the management system where local governments are responsible with different levels holing different responsibilities under the leadership of the CPC Central Committee and the State Council,and where the county-level governments make the local educational development plans,and arrange the use of educational funds,principals and teachers.The modernization of rural education should improve the management system of rural education,give full play to towns,villages and villagers,and try to solve the problem of"being the only county."
