摘  要:新型城镇化驱动的城乡教育一体化催生城乡义务教育教师流动一体化机制。城乡义务教育教师流动一体化的多元功能显现为提升教师流动效益、增进城乡教育资源互补和促进教师流动模式创新。确保这些功能有效释放使城乡义务教育教师流动一体化机制的构建成为必然,城乡义务教育教师流动一体化机制具有复合性、驱引性、规约性和稳定性等特征,其结构包括构成要素、复合功能和作用机理。一体化机制构建的终极目标指向体现师资配置均衡的城乡教育公平,构建的边界和范围涉及动力生成、制度供给、监督约束、激励补偿和评估反馈。构建一体化机制需要从顶层设计和规划、主体的动能基础、创新性制度变革、教师流动实践平台谋划方略。The integration of urban and rural education driven by new urbanization has led to the integration mechanism of teachers’mobility in urban and rural compulsory education.The multiple functions of integration of teachers’mobility in urban and rural compulsory education are to enhance the efficiency of teachers’mobility,to promote the complementation of urban and rural education resources and to facilitate the innovation of teachers’mobility model.To ensure the effective release of these functions,it is inevitable to construct the integration mechanism of teachers’mobility in urban and rural compulsory education.The integration mechanism of teachers’mobility in urban and rural compulsory education has the characteristics of compound,power-driven,Conventionality and stability and its structure includes constituent elements,compound functions and mechanism of action.The ultimate goal of the construction of the integration mechanism directs to the equity of urban and rural education embodied balanced teachers allocation.The boundaries and scope of the construction involve power generation,system supply,supervision and restraint,incentive and compensation,and evaluation feedback.Constructing the integration mechanism of teachers mobility needs to make strategies from the top level,from design and planning,the kinetic energy base of the subject,system reform,to the practice platform of teacher’mobility.
