摘　　要："双高计划"是服务产业转型升级,培养高素质、技术技能型人才的时代要求,也是破解当前高等职业教育发展难题、引领高等职业教育改革实践的需要,其产教融合、校企合作等方案为现代学徒制发展指明了新的方向。现代学徒制从国家战略出发,以"双身份""双主体""双导师""双环境""双业态""双证""三对接"等典型特征,实现学校、企业深度合作、共同育人。但目前现代学徒制存在"上热下冷""南热北冷""校热企冷""内功不足"等诸多问题,需要中央政府、地方政府、行业、企业、学校的共同参与,各司其职,形成合力,构建命运共同体,共同推进现代学徒制的实施,突破职业人才培养遭遇"天花板",为国家培养更多的、高素质高技能型人才。The "Double High Plan" is an era requirement for the transformation and upgrading of the service industry to cultivate high-quality technical and technical talents. It is also the need to solve the current problems of higher vocational development and lead the practice of higher vocational reform.The integration of Industry and educationand the school-enterprise cooperation point out a new direction for the development of modern apprenticeship. Starting from the national strategy,modern apprenticeship with the typical characteristics of "double identity""dual subject" "double tutor""dual environment" dual business mode" "double certificate" and "three docking" realizedthe deep cooperation between schools and enterprisesas well as the joint training of qualified personnel. However, at present, the modern apprenticeship has many problems such as "Central government is hot and local government is cold", "southern is cold and north is cold", "school is hot and enterprise is cold", and "insufficient internal strength". It is necessary for the central government, local governments, industries, enterprises, and schools to participate in each other, to carry out their duties, to form a joint force, to build a community of destiny, to jointly promote the implementation of the modern apprenticeship system, to break through the cultivation "ceiling" of professional talents, and to cultivate More high-quality and highly skilled talents for the country.
