摘 要:20世纪80年代以来现代学徒制逐渐成为西方发达国家职业教育转型发展的方向,国内高职院校在人才培养实践过程中探索出订单培养模式。基于制度互补性理论建立"规制性""规范性""文化-认知性"三要素的理论分析框架,对这两类现代职业教育模式的制度互补性规律进行比较分析,并在此基础上提出构建政府协调、校企"双主体"合作的现代学徒制培养新生态,资源共享、工学结合的双元制课程体系,灵活弹性的学业管理制度,因地制宜扩大试点规模与范围等政策建议。Since the 1980 s, modern apprenticeship has gradually become the direction of the transformation and development of vocational education in western developed countries, while domestic higher vocational colleges have explored the order training mode in the process of talent training practice. Based on the theory of institutional complementarity, this article establishes a theoretical analysis framework of the three elements of"regulation","normativeness"and"culture-cognition", and comparatively analyzes the system complementarity laws of these two types of modern vocational education models. On this basis, the paper puts forward some policy suggestions, such as building a new ecology of modern apprenticeship cultivation, a dual curriculum system of resource sharing and combination of work and study, a flexible academic management system, and expanding the scale and scope of the pilot program according to local conditions.
