摘　　要：发展素质教育是新时代教育改革与发展的新目标、新任务、新要求。新时代,素质教育发展体系的构建应关注以下几方面。一是必须以习近平新时代中国特色社会主义思想为指导。二是以系统科学原理为理论基础。三是遵循"五育并举,全面发展;五大要素,横向贯通;五个学段,纵向衔接;立德树人,融贯其中"的原则。四是整体构建素质教育发展体系模型。The development of quality education is the new goal, new task and new requirement of educational reform and development in the new era. In the new era, the construction of a quality education development system should focus on the following aspects: First, it must be guided by Xi Jinping’s socialist thoughts with Chinese characteristics in the new era;second, it should be based on the theoretical basis of system science principles;third, the five elements should be connected vertically and horizontally and the principle of "cultivating people and integrating them";fourth, the overall construction of a quality education development system model should be constructed.
