财政补贴对普惠性民办幼儿园教育质量的影响路径

摘　　要：提升普惠性民办幼儿园教育质量是我国普惠性学前教育公共服务体系建设中的重要议题。对3个省份5个区县的123所普惠性民办幼儿园的调研发现,普惠性民办幼儿园所获得的财政补贴有限,教师工资收入偏低,教育质量整体水平有待提高。普惠性民办幼儿园财政补贴与教育质量有显著正相关;教师工资是财政补贴影响普惠性民办幼儿园教育质量的中介变量;幼儿园年收费是财政补贴影响教师工资和教育质量的调节变量,对年收费所得较低的普惠性民办幼儿园而言,财政补贴对教师工资和教育质量的提升效应更为显著。未来,应逐步完善普惠性民办幼儿园的财政补助制度,加大对普惠性民办幼儿园的财政扶持力度;财政补贴应有效转化为教师工资水平的提升,建立普惠性民办幼儿园教师工资保障制度;协同完善普惠性民办幼儿园补助和收费政策,为普惠性民办幼儿园教育质量的提升创造条件。Improving the quality of public-interest private preschools is an important issue concerning the construction of the service system for public-interest preschool education.According to a survey of 123 public-interest private preschools from 5 districts(counties)in 3 provinces(centrally-administered municipalities),such preschools receive only a few financial subsidies,the teachers receive low salaries,and the educational quality needs to be improved;there is a significantly positive correlation between their financial subsidies and the educational quality;the teachers’salaries are a mediating variable for financial subsidies to affect the educational quality;and the annual preschool fee is a moderating variable for financial subsidies to affect the teachers’salaries and the educational quality,in other words,in case of low annual preschool fees,financial subsidies will have a more positive effect on the teachers’salaries and the educational quality.In conclusion,the authors suggest improving the financial subsidy system and offering more financial support to public-interest private preschools;establishing a security system for the teachers’salaries by changing a part of the financial subsidies into the teachers’salaries;and making concerted efforts to consummate the policy for subsidies and public-interest private preschool fees so as to create conditions for the improvement of the educational quality.
