省域内高等职业教育生均经费基尼系数研究--基于广东省公办高职院校的统计数据

摘　　要：为揭示高等职业教育经费投入的区域不均衡性,研究采用基尼系数为研究工具,对近5年广东省高等职业教育生均教育经费相关数据进行了实证分析,结果表明:区域经济发展的不均衡与高等职业教育发展的不均衡存在明显关联性;近年来广东省高等职业教育经费投入差距没有出现明显改善,其经费投入不均衡干预机制还未完全建立或未实现有效运行。为促进高等职业教育区域均衡发展,应设立高职教育生均经费标准,构建欠发达地区高等职业教育投入长效机制;以创新市级财政上缴机制为抓手,集中财力支持欠发达地区;以企业投入为主,拓宽社会化投入渠道;构建高等职业教育区域均衡发展监控机制;提高高等职业教育经费使用效益。To reveal the regional imbalance of higher vocational education funding,the Gini coefficient is used as a research tool to conduct an empirical analysis of the data related to the average education funding of higher vocational students in Guangdong Province in recent 5 years.The results show that:the unbalanced development of regional economy is obviously related to the unbalanced development of higher vocational education.In recent years,the gap of investment in higher vocational education in Guangdong Province has not been significantly improved,and its intervention mechanism of unbalanced investment has not been completely established or effectively run.In order to promote the regional balanced development of higher vocational education,a standard for funding per pupil should be established,and a long-term mechanism for investment in higher vocational education in underdeveloped areas should be established.We should take the innovative municipal-level financial handing over mechanism as the starting point and concentrate financial resources to support underdeveloped regions,broaden channels of socialized investment mainly by enterprise investment,establish a monitoring mechanism for the regional balanced development of higher vocational education,improve the efficiency of the use of educational funds.
