摘 要:数字教育是新时代“数字中国”建设的重点领域,支撑并服务全民终身学习的现代教育体系建设。为探讨区域数字教育整体智能治理方案与路径,研究收集了浙江省129个数字教育实践案例,采用扎根理论研究方法进行三级编码,以构建区域数字教育整体智能治理模型。研究结果发现,区域数字教育整体智能治理是“四层金字塔”模型,由下至上分别为数字教育新基建、可信数字档案、教管服智慧应用、全民数字学习;区域数字教育整体智能治理则包含五项策略:重塑区域教育整体智能治理理念,建立横向协同、纵向联动的组织体系,构建区域数字教育服务生态系统,统筹规划省级框架与重点领域,推进区域数字教育绩效标准化评估。这一研究成果能为其他省市开展数字教育整体智能治理,提供理论借鉴和实践参考。Digital education is a key field in the construction of digital China in the new era,supporting the construction of a modern education system that serves lifelong learning for all.In order to explore the overall intelligent governance plan and path of regional digital education,this study collects 129 digital education practice cases in Zhejiang Province,uses grounded theoretical research methods to carry out three-level coding,and constructs an overall intelligent governance model for regional digital education.The results of the study find that the overall intelligent governance of regional digital education is a“four layer pyramid”model,from bottom to top:New infrastructure of digital education,credible digital files,smart application of education and management services,and digital learning for all.Five strategies for the overall intelligent governance of regional digital education are put forward:Reshaping the overall intelligent governance concept of regional education,establishing an organizational system of horizontal coordination and vertical linkage,building a regional digital education service ecosystem,planning the provincial framework and key areas as a whole,promoting the standardized evaluation of regional digital education performance.The research findings can provide theoretical guidance and practical reference for other provincesand cities to carry out overall intelligent governance of digital education.
