摘 要:广东省在国内首次实施全日制硕士层次公费师范生培养政策,评估其实施效果具有重要的现实意义。对广东省2019—2021年全日制硕士层次公费师范生的招生、培养和履约情况进行分析,同时选取10名公费师范生进行半结构化访谈。结果显示:广东省硕士层次公费师范生政策在实施过程中仍存在一些问题,如考生报考意愿不强,调剂生占比较大;培养方案针对性不强,师德教育较为缺乏;毕业生违约率较高,尤其是名校和在偏远市县就业的毕业生。为进一步完善公费师范生政策,提高全日制硕士层次公费师范生培养质量,建议加大政策宣传力度,动态调整招生计划;完善培养方案,聚焦精准培养;落实违约处罚条例,完善稳定与发展配套机制。Guangdong is the first province in China to train full-time master’s-level government-financed normal students. It’s necessary and practical to evaluate its implementation, but there has been few relevant studies so far. This study has collected and analyzed data at the stages of enrollment, training, and performance of this policy from 2019—2021, and conducted semi-structured interviews with 10 candidates. It’s found that there are still some problems to ponder, such as the low willingness of candidates to apply for oriented-area employment and the increasing proportion of application to transfer to another school or major;the lack of precise training programs for orientedarea employment normal students and the inadequate course designed to foster students’ teacher ethics;and the occurrence of the high default rate, especially among graduates graduating from prestigious universities and those whose future work areas are remote villages. In order to improve the effect of policy implementation and realize its desired goal, it is recommended to strengthen the publicity among northwest Guangdong, besides, dynamically adjust the enrollment plan and adjust the training program to focus on precise cultivation;last but not least, adopt the penalty regulations in case the breach of contract at the performance stage and improve the supporting mechanism for stability and development.
