摘 要:学区化是基于效率视角统筹资源并实现教育治理现代化的治理模式,集团化是基于势差视角辐射资源并实现教育优质均衡发展的办学模式,二者之间既有联系也有区别。文章基于文献梳理和政策解析发现,从源起上看,学区化与集团化均为“应时而生”;从内涵上看,学区化与集团化“和而不同”;从机制上看,学区化与集团化“各美其美”;从价值上看,学区化与集团化“殊途同归”。多角度考辨两个概念的关系,有助于从本质上理解其原理,增益其实效,穷尽其价值,使之为教育现代化多作贡献。School districtization is a governance model based on the perspective of efficiency to coordinate resources and realize the modernization of educational governance,while collectivization is a school-running model based on the perspective of potential difference to radiate resources and achieve high-quality and balanced development of education.There are connections and differences between the two.Based on literature review and policy analysis,the paper finds that,in terms of origin,both school districtization and collectivization are "born in time";In terms of connotation,school districtization and collectivization are "harmonious but different";In terms of mechanism,school districtization and collectivization "have their own beauty";In terms of value,school districtization and collectivization "reach the same goal by different means".To study the relationship between the two concepts from multiple angles is helpful to understand their principles in essence,increase their practical effectiveness,exhaust their value,and make more contributions to the modernization of education.
