摘　　要：“双减”政策是党中央通过“小切口”推动教育领域“大改革”的一次实践创新,其本质是对教育利益的再分配,追求的是社会公共利益的最大化,体现的是以人为本。“双减”政策的产生主要是受双动力因素的驱动,既为了解决现实中微观层面的内生问题、中观层面的关联问题以及宏观层面的诱发问题,也为了防范教育领域可能出现的风险。公共政策的双重价值属性决定了“双减”政策具有形式价值和实质价值,二者表现为手段与目的的关系,这为贯彻“双减”政策提供了方法论关照。落实“双减”政策,应注重教育政策之“志”“、制”和“治”三者的内在有机统一:在“志”的高度上坚守逻辑起点,在“制”的深度上坚持有序推进,在“治”的宽度上坚定实践创新。The“double reduction”policy is an innovation in practice,and it is a“great reform”promoted by a“small incision”of the CPC Central Committee.The essence of the policy lies in the redistribution of educational benefits,and the pursuit of the maximum of the public interest with the reflection of people orientation.The policy is driven by dual factors:the first one is for the sake of solving the endogenous problems in reality of the micro-level,associated problems of the medium-level and induced problems of the macro-level,while the other one is for the purpose of preventing risks in education.The dual property of value of public policy determines the dual value of“double reduction”policy:formalistic value and real value.The relationship between them is the same as means and ends,and it plays the role of methodology in the implementation of the policy.In the implementation,process measures should be taken to pay attention to the internal unity of“aspiration”,“institution”and“governance”of the education policy,sticking to the logical starting point in the height of“aspiration”,adhering to the orderly progress in the depth of“institution”and persevering in practical innovation in the width of“governance”.
