摘 要:在新制度主义视角下梳理我国义务教育入学政策与择校行动相互建构的历程,发现存在如下规律:政策初衷与家长诉求间的错位引发择校行动,利益攸关方的行动复合使择校现象屡禁不止,制度冲突削弱政策安排对教养行动的理性引导,路径依赖阻滞免试就近入学政策的全面落实。新时期,我国义务教育入学政策实施的优化,需坚持统筹安排与自主选择相结合、招生规则与新法新政相协调、强化宣传与增进认同齐考量、规范办学与优化学区共推进。From the perspective of new institutionalism,this paper combs the process of mutual construction between China’s compulsory education enrollment policy and school selection action,and finds that there are the following laws:the dislocation between the original intention of the policy and the demands of parents leads to school selection action,the compound action of stakeholders makes school selection phenomenon repeated,the institutional conflict weakens the rational guidance of policy arrangements on parenting action,and the path dependence hinders the full implementation of the exam free nearby enrollment policy.In the new era,the optimization of the implementation of China’s compulsory education enrollment policy needs to adhere to the combination of overall ar-rangement and independent choice,the coordination of enrollment rules with the new law and new deal,the consideration of strengthening publicity and promoting recognition,the standardization of school running and the optimization of school districts.
