摘  要:自20世纪80年代起,新管理主义市场多元竞争与质量保障的理念极大程度上影响着全球教师教育改革,其中英格兰的教师教育政策较具代表性。英格兰教师教育政策改革引入设立目标、引入准市场、远程控制、绩效问责、质量评估等新管理主义理念,构建了教师教育质量保障体系。在新管理主义思想的指导下,英格兰政府推动教师教育市场多元化,颁布教师培养标准和教师标准,设置远程督导机构,对认证后的教师教育机构进行督查,对师范生进行合格教师资格的把关,形成系统的管控体系。总地来说,将新管理主义用于保障教师教育质量,虽有其良意,但要警惕远程控制和集权管理的矛盾对市场造成的问题,应避免教师培养一致化和平熏化;也要警惕市场引入造成的教师培养以及教师专业性价值的问题,维护教师培养的专业性。Since the 1980s,the concept of diversified competition and quality assurance in the New Managerialism market has greatly influenced the global teacher education reform,which is embodied in the teacher education policy in England.The reform of teacher education policy in England adopts new management concepts such as setting goals,introducing quasi-market,remote control,performance accountability and quality evaluation to build a quality assurance system for teacher education.Under the guidance of new managerialism,the English government has promoted the diversification of the teacher education market,promulgated pre-service teacher training standards and teacher standards,set up remote supervision institutions supervised certified teacher education institutions,and checked teacher qualifications for teacher students,to form a systematic management and control system.In general,although the New Managerialism is used to ensure the quality of teacher education,it is necessary to be alert to the problems caused by the contradiction between remote control and centralized management on the market,and to avoid uniform and mediocre teacher training;Be alert to the problems of teacher training and teacher professional value caused by the introduction of the market and maintain the professionalism of teacher training.
