摘  要:党的二十大报告提出“统筹职业教育、高等教育、继续教育协同创新”,作为加快建设高质量教育体系的时代命题,这是党中央做出的重大决策部署,既体现出建设学习型社会、学习型大国的内在要求,也反映出三类教育高质量发展的共同主题。对于“三教”协同创新,我国可重点借鉴德国“螺旋式、双元制”模式和澳大利亚“阶梯式、资历框架”模式,重点做到创新发展思路、建立转换机制、突破制度壁垒。作为“三教”协同创新的关键枢纽,开放大学兼具职业教育、高等教育和继续教育的多种属性,要坚持人民至上,坚定以人民为中心的办学理念;坚持守正创新,践行高质量发展的根本要求;坚持系统观念,深化办学体制机制改革;坚持问题导向,推动教育数字化的特色路径。在建设学习型社会、学习型大国的新征程上,加快建成高水平开放大学。The report of the 20th National Congress of the Communist Party of China proposed the concept of "coordinating the collaborative innovation of vocational education, higher education and continuing education", which is the proposition of the times to accelerate the construction of a high-quality education system. This is a major decision made by the Central Committee of the Communist Party of China. It reflects not only the internal requirements of building a learning society and a learning country, but also the common theme of high-quality development of the three types of education. For the collaborative innovation of "three types of education", China can mainly learn from Germany’s "spiral and dual system" model and Australia’s "ladder and seniority framework" model, focusing on innovating development ideas, establishing conversion mechanism and breaking through institutional barriers. As a key hub for collaborative innovation of the "three types of education", the Open University has multiple attributes of vocational education, higher education and continuing education. It should adhere to the people-oriented philosophy of running a school;adhere to the integrity of innovation, practice the basic requirements of high-quality development;stick to the concept of system and deepen the reform of school running system and mechanism;focus on the problem-oriented and promote the characteristic path of education digitization. On the new journey of building a learning society and a learning country, we will speed up the building of high-quality open universities.
