摘  要:学校体育治理共同体是多元主体参与学校体育治理的一种作用机制,对推动义务教育优质均衡发展具有重要意义。采用文献法、访谈法和逻辑分析法,以全国较早开始探索通过调动多元主体参与学校体育发展的“北京实践”为例,归纳多元主体参与义务教育学校体育治理的路径和行动模式,根据治理共同体构建的理论逻辑,指出义务教育学校体育治理共同体构建面临的文化差异、机制偏失、标准化迟缓、主体合而不力等问题,围绕“多元主体培育—激励参与—功能耦合”的理路,提出培育合作文化、构建保障机制、研制标准体系、探索区域学校体育集群化治理模式等本土化构建策略,希冀为解决多元主体仅基于自身利益才进行合作治理的现实困境提供理论参考。School sports governance community construction is a mechanism for multiple subjects to participate in school sports governance,which is of great significance to promote the quality and balanced development of primary and middle schools.Through literature and logical analysis,the main path and measures of social forces participating in sports governance in primary and middle schools in Beijing were studied.According to the theoretical logic of the construction of governance community,social forces’participation in school sports governance was faced with some problems,such as cultural differences,loss of participation guarantee mechanism,slow standardization construction,and ineffective integration of subjects.Based on the principle of“multi-subject cultivation—participation encouragement—functional coupling”,this paper put forward the localization construction strategies such as cultivating cooperative culture,constructing guarantee mechanism,developing standard system and exploring regional school sports cluster governance mode so as to provide a theoretical reference for solving the practical problems that multi-governance subjects only carried out cooperative governance based on their own interests.
