摘 要:新时代背景下,提质增效是高职院校中外合作办学的重要目标。由于需要跨国境、跨层级、跨部门、跨领域协调,高职院校中外合作办学项目运行面临三重困境:项目驱动下一元主体管理的失灵、开放办学中多元主体的失位和利益博弈中办学目标的失准。因此提出,运用协同治理理论,基于SFIC模型构建符合高职院校中外合作办学特点的治理模型,通过多元主体良性互动、领导力量“双引擎”带动、政策体系跨界驱动、协同环节紧密联动、评价监督反馈制动,可优化协同治理效果,提升中外合作办学实效。In the new era, improving the quality and efficiency is an important goal of Chinese-foreign cooperation in higher vocational colleges. Due to the need for cross-border, cross-level, cross-departmental and cross-field coordination, the operation of Chinese-foreign cooperation program in running schools in higher vocational colleges faces three difficulties: the failure of centralized management, dislocation of multiple subjects in open education and inaccuracy of the school-running objectives in the interest game. Using collaborative governance theory, based on SFIC model in line with the characteristics of Chinese-foreign cooperation in higher vocational colleges, by improving the benign interaction of multiple subjects, two kinds of leading force, cross-border policy system, close linkage of cooperating process and evaluation supervision feedback, the effect of collaborative governance will be optimized, and the effectiveness of Chinese-foreign cooperation in running schools will be improved.
