摘  要:《深化新时代教育评价改革总体方案》的颁布拉开了教育评价改革的全新帷幕,该政策的有效执行是确保改革目标得以实现的关键。然而在实践中,教育评价改革政策执行遭遇政策设计不完善限制执行效力、执行主体缺位和管理机制缺陷延滞执行进程、目标群体认同迷失与观照匮乏增大执行阻力、消极文化和条件滞后弱化执行基础等多重阻滞因素,在不同程度上制约着改革的实施效果。为纾解这些现实阻滞,推动教育评价改革政策的有效执行,需完善政策顶层设计,推动政策及时供给;培育执行主体能力,健全政策执行机制;提高目标群体认同,增强主体性观照;优化改革文化环境,夯实政策执行基础。The announcement of the Overall Plan for Deepening the Reform of Educational Evaluation in the New Era has opened new doors for educational evaluation reform in China,and the effective implementation of this policy is the key to ensuring the realization of the goals of educational evaluation reform.However,in practice,the implementation of education evaluation reform policy has encountered multiple obstacles such as imperfect policy design limiting the effectiveness of implementation,the absence of some implementers and corresponding management mechanism deficiencies delaying the implementation process,the loss of target group identity and lack of care increasing the resistance to implementation,and the negative culture and lagging conditions weakening the basis for implementation.These impediments hinder the effectiveness of reform implementation to varying degrees.To relieve these obstacles and promote the effective implementation of education evaluation reform policies,it is necessary to improve the top-level design of policies and promote timely policy supply;cultivate the capacity of implementers and improve policy implementation mechanisms;improve the identity of target groups and enhance subjective care;optimize the cultural environment of reform and strengthen the foundation of policy implementation.
