摘　　要：新时代全民阅读素养是指为适应未来工作与生活,个体积极主动选择阅读材料,进行阅读摄取与加工、阅读应用与创造所要具备的知识、能力及品格的综合表现,对构建学习型社会、建设教育强国、推动人类文明创新发展等具有重要价值。新时代全民阅读素养测评框架包括阅读认识与选择、阅读摄取与加工、阅读应用与创造三个维度以及认识理解、选择方向和适切程度等10项指标。全民阅读素养测评的实施应准确把握全民阅读素养测评目的,努力建设测评队伍,系统开发测评工具。National reading competency in the new era refers to the comprehensive expression of knowledge,ability and character which individuals need to input and process,and apply and create to adapt to future work and life,which has significant value in constructing learning society and a powerful nation in education and promoting the innovative development of human civilization.Its evaluation framework includes three dimensions of reading cognition and choice,reading input and processing,reading application and creation and ten indicators such as cognition and understanding,decision direction and appropriateness.We should accurately grasp its purpose to build evaluation team and develop evaluation tools to implement test.
