摘 要:大力推进国家教育数字化战略行动,既是我国信息技术和现代教育融合发展的必然要求,也是“十四五”时期加快教育数字化转型的重要战略。党的二十大报告提出“推进教育数字化,建设全民终身学习的学习型社会、学习型大国”,并提出“加快建设高质量教育体系”。教育作为社会的一个子系统,必然要参与到国家数字化建设当中。教育高质量发展需要获取相关教育事实的信息,以数字技术为基础的数字化建设为教育高质量发展提供了新动能。数字化技术通过将教育事实纳入数字体系,形成标准化和格式化的认知性知识,对教育状况及其问题进行精准画像,有利于教育更好地决策。推进教育数字化建设,可以通过数字化思维重构教育生态;有效利用数字技术赋能教育现代化;以数字化发展为契机增强教育适应性。同时,数字技术的发展,加剧了工具理性对价值理性的消解和替代,教育数字化建设面临着难以触及具体或个别教育事实,以及无法及时、动态处理的现实困境,因此,需要关注增强教育数字化的有效性、数字化中知识的生产,以及教育数字化的整体性建设等问题。To vigorously promote the strategic action of national education digitalization is not only an inevitable requirement for the integrated development of information technology and modern education in China,but also an important strategy to acceler⁃ate the education digital transformation during the 14th Five-Year Plan period.The report of the 20th National Congress of the Communist Party of China proposed“promoting the education digitization,building a learning society and a learning country where citizens strive for lifelong learning”,and proposed“accelerating the construction of a high-quality education system”.Edu⁃cation,as a subsystem of society,must inevitably participate in the national digital construction.The high-quality development of education requires obtaining information on relevant educational facts,and the digital construction based on digital technology provides new impetus for the high-quality development of education.Digital technology facilitates better decision-making in edu⁃cation by incorporating educational facts into a digital system,creating standardized and formatted cognitive knowledge,and pro⁃viding an accurate picture of educational conditions and its problems.Promoting the digital construction of education can recon⁃struct the education ecosystem through digital thinking,effectively utilize digital technology to empower educational moderniza⁃tion,and take digital development as an opportunity to enhance educational adaptability.At the same time,the development of digital technology has intensified the dissolution,substitution,and even negation of instrumental rationality over value rationali⁃ty.The construction of educational digitization faces practical difficulties in reaching specific or individual educational facts,as well as being unable to handle them in a timely and dynamic manner.Therefore,it is necessary to pay attention to enhancing the effectiveness of educational digitization,the production of knowledge in digitization,and the overall construction of
