摘  要:中考省级统一命题有助于严格落实国家课程标准、规范中考命题管理、提升中考命题质量,为推进基础教育优质均衡发展发挥积极作用。在中考统一命题实施过程中,面临着组织管理难度大、试题保密任务艰巨、难以兼顾各地教育水平差异、可能助长“唯分数”应试倾向等诸多困难。为保证中考省级统一命题政策有效实施,应从规范命题组织管理、采取多重命题模式、加强命题队伍建设、完善评卷工作机制、改革招生录取方式等方面着手深化改革。Implementing provincial-level unified item-writing of high school entrance examination can promote the implementation of national curriculum standards,standardize the management of high school entrance examination item-writing,improve the quality of high school entrance examination items,and thus play an active role in promoting the high-quality and balanced development of education.However,the implementation of provincial-level unified item-writing has encountered many problems,such as the increasing difficulty of organization and management of item-writing,the challenge of confidentiality,the potential weakening to teachers’item-writing competence,the difficulty in accommodating differences in educational levels among different regions,and the fomentation of score-only and exam-oriented tendencies.To ensure the effective implementation of provincial-level unified item-writing policy for the high school entrance examination,this paper proposes several solutions,including:standardizing the organization and management of item-writing;carrying out assessment of item quality;implementing multiple item-writing models such as the"items bank+anchor items"model;strengthening the construction of item-writing teams;giving full play to the leading role of discipline secretaries;improving the mechanism of marking work;and reforming the enrollment and admission methods.
