高质量发展视域下国家开放大学学士学位英语教学困境与出路

摘　　要：开放大学现在正处于面向高质量发展的转型升级阶段。学士学位授予质量是检视开放教育质量的重要指标,学位英语是关键内容。自2019年全面推出国家开放大学学士学位英语考试以来,考试通过率一直处于较低水平,学位授予率更低。面对问题,分析开放大学学士学位英语教学存在的挑战。发现学习者的英语语言知识较为薄弱,且在学习动机系统、学习策略、学习技能、学习深度以及信息素养、时间管理和交互能力等存在不足。另外,在学位英语课程设置、课程内容、教学组织与实施、资源开发与应用、教学支持与服务方面也有不少短板。提出建议,包括:基于课程教学团队开展教学改革,精准描绘学习者画像,调整优化课程体系等,以提升学位英语教学/考试质量,推动学位授予提质创优,促进开放大学改革与发展。With a vision of high quality development,the Open University is now undergoing a new transforming and upgrading phrase.Quality of conferring bachelor’s degree indexes the quality of open education,English for Bachelor’s Degree being the key.Ever since the English Test for Bachelor’s Degree was instrumented by the Open University of China in 2019,both the test and the degree conferring has suffered from lower rate.This paper makes an in-depth analysis of the status quo in this respect.Findings indicate that(i)in terms of learners,their English knowledge and skills are not adequate enough,in addition to some shortcomings in their motivation system,learning strategies,learning skills,learning depth,information literacies,time management and interaction skills;(ii)in terms of the university,there are also some problems in the English curriculum systematic setting,curriculum design,teaching management and implementation,teaching resources development,learning support and so on.Then the paper advances some strategies to improve the current situation,like developing teaching-team-based teaching reform,depicting learners’persona,readjusting and optimizing the English curriculum system,so that the teaching and testing quality could be lifted,the quality of degree conferment promted,and the school’s reform and development furthered.
