摘  要:随着经济社会的高质量发展,我国人口发展变化呈现出低生育、老龄化、高流动、区域人口增减分化等趋势性特征。人口主要矛盾由总量压力转变为结构性挑战,影响着我国基础教育的规模扩张、均衡发展和质量提升。要准确认识我国人口发展新特征,把握人口发展新规律,把教育强国建设作为人口高质量发展的战略工程,通过基础教育理念回归“育人为本”、学校布局优化、资源配置优质均衡、公共服务公平全纳,让每个孩子都能享有公平而优质的教育,推动人口高质量发展,以此支撑中国式现代化。With the economic and social high-quality development,China′s demographic changes have shown a trend of low fertility,high rate of aging people,frequent mobility,and differentiation of regional population increase and decrease.The main contradiction has changed from the pressure of total population to the challenge of its structure,which affects the scale expansion,balanced development and quality improvement of basic education.This paper suggests that we should accurately understand the new characteristics of China′s demographic development,grasp the new laws of demographic changes,take the construction of education power as a strategic project of high-quality population development,and let our basic education concept return to its original aspiration of"people-centered education",optimized layout of schools,high-quality and balanced resource allocation,and fair and inclusive public services.Therefore,every child can enjoy fair and high-quality education,and we will promote the high-quality population development to give full support to the Chinese modernization.
