摘  要:县域义务教育师资优质均衡配置政策可以概括为由命令、报酬、职能拓展、权威重组和劝告这五种政策构成的体系。当前,师资优质均衡配置政策评价存在一些现实困境,表现为:评价目的不明确,难以发挥价值导向作用;评价主体构成不合理,评价容易失真;评价对象难成体系,评价整体效果欠佳;评价标准难确定,评价结论存在争议;评价方法缺乏综合,评价不够全面。要科学地开展政策评价,就应树立“育人为本”的政策评价目的观,注重政策评价机构与评价队伍建设,建立政策评价对象体系,因情、因地制宜地制定政策评价标准、综合运用各种政策评价方法,以形成科学有效的评价机制。The teacher's superior quality equilibrium allocation policy in county compulsory education can be summarized as a system composed of five policies:command,remuneration,function expansion,authority reorganization,and persuasion.At present,there are some realistic dilemmas in the evaluation of the policy of quality and balanced allocation of teachers:the evaluation purpose is not clear,and it is hard to play a role of value orientation;the composition of evaluation subject is not reasonable and it is easy to be fuzzy;it is difficult to form system evaluation object and the overall effect of evaluation is not good enough;it is difficult to determine the evaluation standard and the evaluation conclusion is disputed;the evaluation method is short of integrity,and the evaluation is not comprehensive enough.To scientifically carry out policy evaluation,it is necessary to set up policy evaluation purpose of"All-round development of students",pay attention to building up policy evaluation institutions and improve evaluation team,establish a policy evaluation object system,develop policy evaluation criteria according to the situtation and local condition,utilize various policy evaluation method synthetically,so as to from a scientific and effective evaluation.
