摘 要:教育强国是我国教育改革发展的战略部署和核心目标,必须基于中国国情走中国特色道路。从教育内外部关系和影响来看,教育强国的基本特征与关键指标体现为建成强质量的教育体系、发挥强支撑的教育功能、形成强认同的教育影响。中国特色教育强国建设必须坚持党对教育强国建设的全面领导,立足于我国教育领导体制和运行机制,在传承创新教育改革发展有益经验的基础上持续推进,推进教育治理体系和治理能力现代化,形成扎根中国教育实践的教育强国建设模式。基于战略分析和关键问题回应,教育强国建设要推进大中小学思想政治教育一体化建设,以教育评价系统改革引领教育综合改革,建设高素质的教师队伍并激发其能动性,根据教育要素推进人才培养模式创新,基于教育数字化建设形成教育发展新动能。Building a leading power in education is a strategic deployment and core goal of China's education reform and development,and must follow the path of Chinese characteristics based on China's national conditions and educational situation.From the perspective of the internal and external relationship and influence of education,the basic characteristics and key indicators of a powerful country in education are reflected in building a strong quality education system,leveraging strong supporting educational functions,and forming a strong educational influence of identity.The construction of a leading power in education with Chinese characteristics is inevitably based on China's educational leadership system and operating mechanism,and is continuously promoted on the basis of inheriting and innovating the beneficial experience of education reform and development.It is necessary to adhere to the comprehensive leadership of the Party in the construction of a powerful country in education,promote the modernization of the educational governance system and governance capacity,and form a model of a leading power in education rooted in China's educational practice.Based on the strategic analysis and key issue responses,the construction of a leading power in education should promote the integration of ideological and political education in primary,secondary,and early childhood education.The reform of the education evaluation system should lead the comprehensive reform of education,build a high-quality teacher team,stimulate their initiative,promote innovation in talent cultivation models based on educational elements,and form new momenturm for educational development through the digital education construction.
