终身职业技能培训背景下企业职业培训的制度完善

摘　　要：推行终身职业技能培训需要突出发挥企业的主体作用,但我国目前企业职业培训制度不完善,部分企业在培训中侵害普通职工的合法权益,未能发挥应有的作用。该现状背后的问题在于职业教育法与劳动法体系下的相关规定出现断层,企业的主体责任不明,职业培训的法定内容要求空泛。针对其现存问题,我国应当从宏观层面平衡职业培训与职业院校教育在政策、管理、资金、评价等方面的发展,中观层面完善并细化企业主体“软硬兼施”的法律责任体系,微观层面厘清职业培训内容的专业性、对口性、针对性法定要求,以完善我国企业职业培训制度,在推行终身职业技能培训制度的契机下真正予以细化落实。The implementation of lifelong vocational skills training needs to highlight the main role of enterprises,but China's current system of vocational training for enterprises is imperfect,and some enterprises have failed to play their due role by infringing on the legitimate rights and interests of ordinary workers in training.The problem behind the status quo lies in the disconnection between the vocational education law and the relevant provisions under the labor law system,the main responsibility of enterprises is unclear,and the legal content of vocational training requirements are vague.In view of its existing problems,China should balance the development of vocational training and vocational college education in terms of policy,management,capital and evaluation from the macro level,improve and refine the legal liability system of“soft and hard”of the main body of enterprises at the mesoscopic level,and clarify the professional,counterpart and targeted statutory requirements of vocational training content at the micro level,so as to improve the vocational training system of China's enterprises and truly refine the implementation under the opportunity of implementing the lifelong vocational skills training system.
