摘　　要：大学评价的本质是一种现代教育治理手段,引导着大学人才培养、科学研究、社会服务等教育任务的提质增效。在大学评价的顶层设计中,科学性与伦理性各自发挥着独特作用,代表“求真”与“致善”的价值追求。大学评价科学性和伦理性的基本关系包括本质同在的共存关系、旨归契合的价值关系、立足时空的共行关系。大学评价改革需要树立发展型导向的评价理念,将科学性与伦理性进行整合,建立教育评价的伦理审查机制,建立有灵魂、有特色、有效能的教育评价体系。University evaluation affects the development of university.In the top-level design of university evaluation,scientificity and ethicality each play a unique role,representing the value pursuit of"seeking truth"and"pursuing goodness".The basic relationship between the scientificity and ethicality includes three aspects:the essential coexistence relationship,the fitting relationship of values,and the coexistence relationship of time and space.The reform of university evaluation requires the establishment of a development-oriented evaluation concept,the integration of the scientific and ethical aspects of university evaluation,and the establishment an ethical review mechanism.
