社区教育发展的海南经验及优化对策

摘  要:海南省近年来高度重视社区教育,努力探索城乡社区教育发展路径。在省社区教育指导中心统筹指导和海南开放大学(海南社区教育大学)的引领下,全省初步建立了社区教育管理组织和教育机构,形成多种管理模式和运行机制,推动了海南社区教育快速起步和特色发展。但在工作实践中,全省社区教育发展不够平衡,工作中还存在一些具体困难和问题。针对存在的问题,文章在进一步完善“四级”社区教育服务网络、加强政府统筹和部门协同、完善制度保障、开展社区教育标准化建设、推进地方终身教育立法等方面提出了对策,以促进海南社区教育高质量发展。In the last few years,Hainan Province has placed significant emphasis on community education and is actively exploring the developmental approaches for urban and rural community education.Under the comprehensive guidance of the Provincial Community Education Guidance Center and with support from Hainan Open University(Hainan Community Education University),the province has established initial frameworks for community education management organizations and educational institutions.And this has led to the formation of diverse management models and operational mechanisms,facilitating a rapid initiation and distinctive development of community education in Hainan.However,practical implementation reveals that the advancement of community education within the province remains uneven,accompanied by specific challenges and issues.To address these existing concerns,this paper proposes countermeasures focused on enhancing the“four-level”community education service network,strengthening coordination among government entities and departments,improving systemic guarantees,advancing standardization in community education construction,and promoting local legislation for lifelong learning initiatives—thereby fostering high-quality development in Hainan’s community education.
