摘 要:教育过程蕴藏着丰富宝贵的数据,挖掘这些数据的隐藏价值,并充分赋能教育,成为当下的现实需求。然而,现有研究缺乏对数据价值化的层次划分,尚未从整体上勾勒出教育数据价值化的实现机制。在分析教育数据价值化内涵的基础上,结合国内外已有研究和国内教育场景,以及数据应用的现状和诉求,发现各地教育数据赋能效果存在“不平衡、不充分”的结构性失衡;从教育数据价值化的整体视角,提出可持续发展的逻辑和实现框架,即在价值化的可持续发展层面,提出以数据要素化为主线、以数据创新应用为目的、以数据要素流通为关键、以数据资源建设为基础、以数据基础设施为支撑、以政策规划与数据安全为保障的发展逻辑;在价值化的实现层面,提出从基础配套建设、数据治理分析、业务服务和价值赋能四个层面构建数据价值化的实现机制。通过推动教育数据一体化,形成教育数据要素立体化,实现全价值链洞察迭代化,使教育数据价值洞察不断迭代演进,为实现教育数据价值的长期可持续增长、激活教育数据更均衡的赋能效应提供理论参照。The educational process encompasses a wealth of valuable data,and unleashing the hidden value within this educational data has become a pressing necessity.However,current research lacks a hierarchical classification of data valuation and has yet to delineate a comprehensive mechanism for realizing the value of educational data.Based on the analysis of the connotations of educational data valuation,and drawing from existing domestic and international studies as well as the current state and demands for data applications in domestic educational contexts,it becomes evident that there exists a structural imbalance characterized by“unequal and insufficient”effects of educational data empowerment across various regions.From a holistic perspective on educational data valuation,a sustainable development logic and implementation framework is proposed.This involves establishing a development strategy centered around the elementarization of data,aimed at innovative data applications,where the circulation of data elements is crucial,supported by the construction of data resources,underpinned by data infrastructure,and safeguarded through policy planning and data security.On the implementation front of valuation,it is suggested to build a realization mechanism for data valuation from four dimensions:foundational supportive construction,data governance and analysis,business services,and value empowerment.By promoting the integration of educational data,a multi-dimensional framework for educational data elements can be established,enabling iterative insights across the entire value chain.This continuous evolution of insights into educational data value is essential for achieving long-term sustainable growth of educational data value and activating a more balanced empowering effect of educational data.
