摘 要:促进民族地区基础教育高质量发展不仅是实现民族地区教育高质量发展的基础和必然要求,也是服务教育强国建设的战略需要,更关乎铸牢中华民族共同体意识和中华民族伟大复兴。基于教育强国战略要求和民族地区基础教育实际,从“强”和“国”的维度,对民族地区基础教育高质量发展的时代内涵进行阐释,在此基础上从教育创新发展理念、长效核心政策体系、优质教育资源和国家通用语言文字教育等方面对民族地区基础教育高质量发展的困境进行全面审视。为超越困境,需树立科学正确的民族教育观,激发内生发展动力;健全长效核心政策体系,确保政策精准发力;优化教育资源配置,培育优质师资队伍;加强国家通用语言文字教育,弘扬中华优秀传统文化等,为民族地区基础教育高质量发展增能赋力。Promoting the high-quality development of basic education in ethnic areas is not only the basis and inevitable requirement for realizing the high-quality development of education in ethnic areas,but also the strategic need for serving the construction of country with education strength,and more importantly,it is related to the formation of the Chinese nation's sense of community and the great rejuvenation of the Chinese nation.Based on the strategic requirements of strengthening the country through education and the reality of basic education in ethnic areas,the article makes explanations upon the connotation of high-quality development of basic education in ethnic areas from the dimensions of"strength"and"country".On this basis,the article makes comprehensive examination upon the dilemma of high-quality development of basic education in ethnic areas from the aspects of educational innovation and development concept,long-term core policy system,high-quality educational resources and national common language education.In order to overcome the dilemma,it is necessary to establish a scientific and correct view of national education and stimulate the endogenous development power;precise and differentiated support policies,and improve the supervision mechanism for the implementation of ethnic education policies;optimize the allocation of educational resources and cultivate high-quality teachers;we will strengthen education in the standard spoken and written Chinese language and promote the fine traditional Chinese culture,so as to strengthen the high-quality development of basic education in ethnic areas.
