摘 要:特殊教育资源中心是为一定区域内学校、教师、学生和家长等提供特殊教育指导和支持服务的教育组织。建立从国家到学校的五级特殊教育资源中心体系,是新时代特殊教育普惠发展的基本路径,也是实现特殊教育高质量发展的必要前提。特殊教育资源中心具有资源整合、专业示范、政策响应、服务导向和协同创新等组织特性,应当明确不同层级特殊教育资源中心的定位与功能,建立和完善制度体系,强化专业团队并开展跨学科合作研究,运用新技术手段赋能特殊教育发展,以建设高水平的特殊教育资源中心体系推动新时代特殊教育高质量发展。Special education resource centers are educational organizations that provide special education guidance and support services to schools,teachers,students,and parents in a certain area.Establishing a five-level special education resource center system from the national level to the school level is the basic path for the inclusive development of special education in the new era,and it is also a necessary prerequisite for achieving high-quality development of special education.Special education resource centers have organizational characteristics such as resource integration,professional demonstration,policy response,service orientation,and collaborative innovation.The positioning and functions of special education resource centers at different levels should be clarified,the institutional system should be established and improved,professional teams should be strengthened and interdisciplinary collaborative research should be carried out,and new technologies should be used to empower the development of special education,so as to promote the high-quality development of special education in the new era by building a high-level special education resource center system.
