教育强国背景下新型教育智库的价值定位、职能使命与发展路径

摘　　要：新型教育智库属于专业型的现代智库,既是我国教育强国建设的“思想库”,也是服务教育强国建设的“设计师”,深刻影响着中国特色教育政策决策体系。新型教育智库在教育强国建设中要坚持以智强国的战略方向、以智资政的研究导向、以智启民的实践取向,发挥决策咨询、科学研究、人才培养、教情调查、舆论引导、国际交流等职能,担负服务教育强国建设的历史使命。在教育强国背景下,新型教育智库的发展必须进一步明确教育智库的战略定位,紧扣教育强国建设核心议题;重构教育智库的内部治理机制,全面提升服务教育强国建设基本能力;重塑教育智库外部治理体系,产出更具原创性、世界性的高质量知识与思想成果。The new-type educational think tank is a modern professional think tank,which is not only the"think-tank"for building China to be a strong country in education,but also the"designer"to serve the construction of a strong country in education,which profoundly influences the decisionmaking system of education policy with Chinese characteristics.The new-type educational think tank should adhere to the strategic direction of strengthening the country with wisdom,the research orientation of consulting the government with wisdom,and the practical orientation of enlightening people with wisdom in the construction of a strong country in education.Thus,the new-type educational think tank should play the functions of decision-making consultancy,scientific research,talent training,education survey,public opinion guidance,international exchange,etc.,and assume the historical mission of serving the construction of a strong country in education.In the construction of a strong educational nation,the development of the new-type educational think tank must further clarify the strategic positioning of the new-type educational think tanks to focus on the core issues of the construction of a strong country in education,restructure the internal governance mechanism of educational think tank to comprehensively improve the basic ability to serve the construction of a strong country in education,and reshape the external governance system of educational think tanks to make more original,global and high-quality knowledge and ideological achievements.
