摘  要:在国际视野下建构的中国特色学前教育法,不仅关乎亿万儿童的健康成长、千万家庭的和谐幸福,更关系社会可持续发展的国家战略。国际学前教育立法的发展历程分为补缺阶段、扶弱阶段与普惠阶段,国际学前教育立法的变革趋势由弱势群体获得受教育机会的“适度普惠”,走向每个儿童都有权接受教育的“全面普惠”。《中华人民共和国学前教育法》体现了“国际视野、本土关怀”的中国特色,贯彻了教育公平、儿童优先、政府核心、多义务主体和融合教育等五大原则。依法保护学前儿童受教育权、促进学前儿童和谐发展是关系国家未来的大事,中国学前教育走向“优质普惠”需要全社会共同努力。The construction of a legal system for preschool education with Chinese characteristics from an international perspective,is not only related to the healthy growth of trillions of children and the harmony of tens of millions of families,but also to the national strategy of sustainable social development.The development of international preschool education legislation is divided into the stage of filling gaps,supporting the weak and generally beneficial stage.The trend of change in international preschool education legislation has shifted from“moderate universal”,whereby disadvantaged groups are given access to education,to“comprehensive universal”,whereby every child has the right to receive education.Law on Preschool Education of the People’s Republic of China embodies the Chinese characteristics of“international vision and local concern”,and it implements the five major principles namely educational equity,children’s priority,governmental focus,multi-obligatory subjects,and integrated education.Protecting children’s right to education in accordance with the law and promoting the healthy growth of children is a matter of great importance for the future of our nation,the transition of China’s preschool education towards“quality and universal”requires the joint efforts of the entire society.
