摘  要:拔尖创新人才自主培养是新时期国家发展的战略需求。依托政策网络理论建立分析框架,厘清我国拔尖创新人才自主培养政策中的行动主体与网络结构,进而揭示出不同网络类型中的行动主体在政策制定、执行、反馈中的互动关系。通过对政策实践样态的深入剖解,发现当前我国拔尖创新人才自主培养工作还存在以下几个方面的问题:一是政策共同体的职责缺位,制约高位推动效能;二是生产者网络的结构封闭,阻滞培养工作推进;三是专业、议题网络的地位边缘,导致社会反馈悬置。要解决上述问题,切实推进拔尖创新人才自主培养政策落实地、出实效,可从完善政策顶层设计,形成政策协同联动格局;贯通人才培养全阶段,凝聚多元主体行动合力;调整网络互动关系,构建高效反馈机制等方面着手破解。The autonomous cultivation of top-notch innovative talents is a strategic necessity for national development in the new era.By employing policy network theory to establish an analytical framework,this study clarifies the actors and the network structures involved in China's policies for the autonomous cultivation of top-notch innovative talents,thereby revealing the interactive relationships among these actors across different network types during the processes of policy formulation,implementation,and feedback.Through an in-depth analysis of policy practice patterns,several issues have been identified in the current efforts to autonomously cultivate top-notch innovative talents in China:Firstly,a lack of responsibility among policy community members constrains the effectiveness of high-level promotion;Secondly,a closed structure within producer networks impedes the progress of cultivation work;Thirdly,the marginalized status of professional and issue-based networks results in the suspension of societal feedback.To address the above issues and effectively implement the policy on independently cultivating top-notch innovative talents,we can take actions in the following aspects:improving the top-level policy design to form a coordinated policy-implementation pattern;integrating all talent-cultivation stages to pool the efforts of multiple entities;adjusting network interactions and establish an efficient feedback mechanism.
