摘 要:新时代推进职业教育、高等教育和继续教育统筹发展,是为了提升职业教育和继续教育的人力资本价值,消除社会大众的教育焦虑;消除教育体系发展中的制度障碍,推进人力资源市场的统一化;厘清教育政策的逻辑和价值,重塑教育政策的概念及话语体系。“三教”统筹发展的重点在于高等教育阶段和职后培训领域,包括高等学历教育之间、学历教育与非学历培训之间以及话语体系和政策方向的统筹。“三教”统筹发展应推进不同类型教育考试制度的体系化,建立分类基础上的综合性教育评价机制,加强跨领域的理论研究。In the new era,the purpose of promoting the coordinated development of vocational education,higher education and continuing education is to enhance the human capital value of vocational education and continuing education,to eliminate the educational anxiety of the public and the institutional barriers in the development of the education system.The coordinated approach also seeks to promote the unification of the human resources market,to clarify the logic and value of educational policies and to reshape the concepts of educational policies and the discourse system.The focus of the coordinated development of the“Three Educations”is placed on the higher education stage and post-vocational training areas,including the coordination of higher education,academic education and non-academic training,as well as the discourse system and policy direction.The coordinated development of the“Three Educations”should promote the systematization of different types of education examination systems,establish a comprehensive educational evaluation mechanism based on classification and strengthen cross-field theoretical research.
