摘　　要：基于“双轨”的双通制教育改革是“十四五”期间提出的重大改革项目,主要目标是实现普通教育与职业教育的均衡发展。基于“双轨”的双通制教育改革将彰显三方面的社会价值:巩固职业教育的平等地位、实现“教育强国”的目的、推进国家资历框架建设的有效举措。文章从四个方面论述了教育改革的核心工作:建立职教高考制度、健全普职融通制度、健全国家资历框架制度、建设国家学分银行,并指出未来值得关注的工作内容。Double pass education reform based on the “double tracks” is a major reform project proposed during the 14 th Five-Year Plan,and the main goal is to achieve the balanced development of general education and vocational education.Double pass education reform based on the “double tracks” will highlight the social value of three aspects:consolidating the equal status of vocational education,realizing the purpose of “education power”,and promoting the effective measures of the construction of the national qualifications framework.This paper discusses the core work of education reform from four aspects:establishing the vocational education college entrance examination system,improving the general vocational education connection system,improving the national qualification framework system,and building the national credit bank,and points out the future work content worth attention.
