摘 要:民族地区农村低收入群体是推进相对贫困治理现代化的重点对象,他们对于教育扶贫政策绩效满意度是分析和判断现阶段教育缓解相对贫困行动方向的重要指示器。通过扎根理论研究法选取28位民族地区农村低收入群体成员作为研究对象并实施半结构式深度访谈,利用Nvivo11.0质性分析工具辅助进行三级编码,归纳总结民族地区教育扶贫政策绩效满意度的影响因素。研究发现,主观和客观因素共同作用于民族地区教育扶贫政策绩效满意度,它们在作用过程中呈现出不同的机制特点。其中,民族地区教育扶贫政策绩效满意度评价根本取决于教育扶贫对象是否“志智双扶”;教育扶贫资源“供需平衡”的实现程度是重要依据;教育扶贫服务的“人本取向”是核心标准;教育扶贫体制的“有效保障”水平是必要条件。为此,可通过明确教育扶贫政策实施目标、提升教育扶贫政策执行效率、坚守教育扶贫政策服务人民立场、强化教育扶贫政策执行保障等方式,确保教育扶贫政策实施成效,提升民族地区人民对教育扶贫政策的感知度与满意度,以期为民族地区教育缓解相对贫困、乡村教育振兴提供理论参考与政策启示。The rural low-income groups in ethnic areas are the key objects of promoting the modernization of relative poverty governance.Their evaluation on the performance satisfaction of education poverty alleviation policies is an important indicator to analyze and judge action orientation of education to alleviate relative poverty at the current stage.Based on grounded theory,the author selected 28 rural low-income groups in ethnic areas as the research samples through semi-structural in-depth interviews.Nvivo11.0 qualitative analysis tool was used to assist in three-level coding,and the influencing factors of performance satisfaction of education poverty alleviation policies in ethnic areas were summarized.It is found that subjective and objective factors act on performance satisfaction of education poverty alleviation policies in ethnic areas,which show different mechanism characteristics in the process of action.The evaluation of performance satisfaction of education poverty alleviation policies in ethnic areas depends on whether the target of education poverty alleviation is“ambitious and wise development”.The degree of realization of the“supply and demand matching”of education poverty alleviation resources is an important basis.The“human-oriented orientation”of education poverty alleviation services is the core standard.The level of“effective guarantee”of education poverty alleviation system is a necessary condition.It is possible to ensure the effectiveness of education poverty alleviation policies by clarifying the implementation goals,improving the efficiency of education poverty alleviation policy implementation,adhering to the position of serving the people with education poverty alleviation policies,and strengthening the guarantee of education poverty alleviation policy implementation.This can enhance the perception and satisfaction of people in ethnic areas with education poverty alleviation policies,in order to provide theoretical reference and policy inspiration for alleviating relative pov
