摘 要:中小学数字教材是基础教育现代化的核心资源。数智时代对教材建设提出了新要求和新挑战,为实现数字教材高质量发展,推动数字教材标准化生态体系构建,运用“技术—组织—环境(TOE)”模型解析数智时代中小学数字教材建设的现实阻力,发现存在技术价值偏离,数字基建效能薄弱;组织架构混乱,数字规范模糊不清;政策扶持不足,数字市场生态受阻等困境。基于TOE模型的中小学数字教材建设实践路向包括聚焦育人向度,夯实数智教育普适普惠“新基建”;深化协作联动,构筑数字教材开发应用一体化服务链;强化顶层布局,打造数字教材良性循环生态圈。Digital textbooks for primary and secondary schools are the core resources for the modernization of basic education.In order to realize the high-quality development of digital textbooks and promote the construction of a standardized ecosystem of digital textbooks,the“TOE”model is used to analyze the practical resistance to the construction of digital textbooks in primary and secondary schools in the era of digital intelligence,and it is found that there is a deviation of technical value and weak efficiency of digital infrastructure.Organizational structures are chaotic and digital norms are blurred;Insufficient policy support,digital market ecology is blocked,and other difficulties.The practical directions of the construction of digital textbooks for primary and secondary schools based on the TOE model include focusinGon the direction of education and consolidatinGthe“new infrastructure”of universal and inclusive digital intelligence education;deepen collaboration and linkage,and build an integrated service chain for the development and application of digital teachinGmaterials;Strengthen the top-level layout and create a virtuous cycle ecosystem of digital teachinGmaterials.
