以深化教育综合改革推进教育强国建设的政策理路

摘　　要：教育强国建设既是时代需求,也是教育改革发展的内在需求,更是人民接受高质量教育的迫切需求。深化教育综合改革是建成教育强国的根本动力,是办好人民满意教育的内在要求,是为党育人、为国育才的实践方略。创新教育体制机制,统筹一体化改革;以评价改革为指引,推进立德树人见成效;把职业教育作为类型教育,促进职普融通;发挥集成优势,健全家校社协同育人机制。面对教育强国建设的新要求,教育科技人才一体化推进体制机制有待健全,教育评价的先导性引导性作用有待充分发挥,职普融通纵深推进的教育体制机制不够健全,学校与家庭教育负担双向加重问题依然存在。需要优化顶层设计,构建教育科技人才互促系统;细化教育评价政策、发挥引领教育改革作用;推进职普融通,建立职普体系质量互认机制;营造良好育人生态,推进学校家庭减负增效。The construction of a strong country in education is not only the needs of the times,but also an internal requirement of educational reform and development,as well as urgent demand of the people for high-quality education.To further the comprehensive reform of education is the fundamental driving force for jointly building an education power,the inherent requirement of satisfactory education,and a practical strategy of educating people for the Party and the country.It is imperative to innovate the educational system and mechanism and implement integrated reform,use evaluation reform to guide moral education for effectiveness,categorize vocational education as genre education and facilitate the integration of vocational and general education,leverage collective advantages and improve the education mechanism of family-school-community collaboration.In the face of the new requirements of the construction of an education power,the integration of education,science and technology,and talent needs to be improved;the guiding role of educational evaluation needs to be fully leveraged;the inadequacy of the educational system and mechanism for deepening the integration of vocational and general education needs to be addressed;the issue of increasing education burdens on both schools and families still exists.Therefore,it is essential to optimize top-level design and establish a mutual promotion system for education,science and technology,and talent,refine educational evaluation policies and enhance their guiding role in education reform,promote the integration of vocational and general education by establishing mutual quality recognition mechanisms,and create a favorable educational ecology to reduce the burden on schools and families and increase eficiency.
